It looks like the European Union (population: 449 million) stopped taking COVID shots at the end of January 2023 and over the following 18 months:

But by the end of July 2024 — 18 months later — total COVID shots only reached 916.71 million:
That means that just 2.43 million shots were given over 18 months among this population of 449 million people. When converted to annual percentage uptake, it is only 0.36%. Another way to put this is that just 1 in every 277 people in the EU take a COVID shot each year — and the other 276 people go without it (99.64% go without).
