Back in 1976, the swine flu vaccine was pulled from the market after it was discovered to be the cause of 33 yearly excess cases per million of Guillain Barre syndrome (GBS), a nervous system disorder which is life-altering and often incapacitating.
While background rates of GBS are estimated to be 11 yearly cases per million, at a meeting on 17 Dec 1976, the GBS rate after vaccine was estimated at 4 times baseline, or (4 * 11 =) 44 yearly cases per million.
That makes for a critical threshold — a “vaccine shutdown rule” — of an excess of 33 yearly cases per million (44 - 11 = 33) of a serious adverse event.
But if all of the increases in death rates by cause in 2021 were to be blamed on the COVID jab, then it would trigger this historic “vaccine shutdown rule”:

At top is the age-specific death rate (column D = 2020; column I = 2021). Confidence intervals were formed around the rates using the CDC’s preferred method (Gamma method). Significant increases show in orange.
Notice how, in all age groups except age 5 to 14, 2021 death rates were significantly higher than in 2020 (the 2021 death rate for age 5 to 14 was only nominally higher).
The worst cases were those from age 35 to 44, who experienced death rates 16% higher in 2021 when compared to 2020.
At bottom is an adaptation of a CDC report of deaths in 2021. The change made was to form crude rates, which are fine to use in adjacent years (because the population age structure cannot change by a lot in a single year).
Five individual death causes were significantly increased using CDC’s method:
COVID, liver, kidney, stroke, and injuries
All-in-all, the total excess death per million person-years of observation time was 230 — 7 times higher than what it took in 1976 to shut down a vaccine.
Chronic liver disease and cirrhosis contributed a yearly excess death of 15 per million. If found to have been raised solely by the COVID jab, then that cause of excess death alone is about half of what it took to get the 1976 vaccine pulled off of the market.
COVID deaths in 2021, perversely, contributed a yearly excess of 198 deaths per million (beyond the baseline of 2020) — exactly 6 times higher than the 1976 “vaccine shutdown rule” of 33 excess serious adverse events per million.
