Back in 1953, US experts discovered unidentified radiation being beamed at the embassy in Moscow. Ten years later, they identified a 50-foot wide microwave beam that the Ruskies were hitting US officials, US ambassadors, and their families with, for up to 19 hours per day.
People were not allowed to talk about it after the 1970s, so the first media mention of something like it was in December of 2016, with the US embassy in Cuba (i.e., “Havana Syndrome”) — and even now there are detractors saying that it’s all in your head. They still don’t want you to talk about it.
That’s 40 years of “radio silence” — if you will forgive the pun. For 40 years, such weapons existed but no media reports were made on them. That’s a big deal.

The dose of radiofrequency/microwave radiation, called the power density, that was used in order to harm US officials was likely somewhere from 50 microWatts per square-centimeter (the upper limit of a CIA analyst quoted below) up to about 100 microWatts per square-centimeter.
But offical reports about key details like dosing levels are not as trustworthy.
Most interesting is that Russia currently allows nowhere near that much radiofrequency radiation inside of its borders, setting an exposure limit cap of just 10 microWatts per square-centimeter for its own general public.
Here are the exposure limits for the general public in different nations:
Notice how Italy (Bulgaria also) sets limits for any time there is more than 4 hours of public exposure: the general public can’t be exposed for long-periods of time to an electric field strength of more than 6 Volts per meter, which corresponds to a radiofrequency power density of 10 microWatts per square-centimeter.
For power density, that’s 100 times lower than the EU standard in blue at top. Let’s check Russia now …
Russia also sets the upper limit of exposure for the general public to 10 microWatts per square-centimeter, but disturbingly, the USA allows 100 times as much. The limit in the USA of 10 Watts per square-meter is equivalent to 1,000 microWatts per square-centimeter (up to 10 times what the Russians used in order to cause harm to US officials).
What do the Russians know about the harms of directed microwave radiation though?
They’ve been using that on foreign nationals since at least 1953, so it stands to reason that they know a lot about the harms. Check out the official documents which were recently declassified at this web link (which includes screenshots of the official documents).
In particular, pay attention to the following official documents:
Document 7 from 25 Sep 1967 where CIA analyst, Joseph Johnston, plays “hide-the-real-dose” by stating that the highest possible power density used by the Russians on US officials was 50 microWatts per square-centimeter:
There is now “reasonable certainty that the power level is not over 50 microwatts/cm2” but closer to 2 microwatts/cm2 at its average high level.
Document 13 from 16 Aug 1971 where Project BIZARRE (hit animals with microwaves to see what happens to them) led to 3 of 5 monkeys dying of strangulation from their restraints. The official explanation was not that the microwaves induced such an emotional rage in the monkeys that they strangled themselves while trying to escape it. It supposedly was, we were told, that someone screwed up and put the harnesses on wrong, leading to strangulation without the monkeys trying hard to escape what was happening to them.
Really? Wrong fit = strangulation? With no struggle involved? Hard to believe.
“Animal care was not in accordance with good laboratory practice,” the panel reported, citing the death of five of the monkeys. “Examination of the data log indicated that of five monkeys’ deaths, three were certainly due to strangulation resulting from poor experimental design of the restraint system.”

I thought the purpose of the microwaves was to power the various bugs and transmitters hidden in the walls by contractors to spy on the embassy operations. If the side effect was slight damage to American personnel that was not the intention.
