While "safe" can be ruled out by the evidence, the word "effective" depends on your underlying goal, HKP.

Sadly we both now know beyond any shadow of a doubt “effective” in that context solely means intentional harms.

Even using their numbers, it takes over 10 million dollars to prevent one hospitalization -- while things like vitamin D can do that job for just a few thousand.

It is just like they intentionally wanted to minimize the cost-efficiency, in order to make more money on the back end of things.
