I'm not sure, but I think it has to do with Notes. Followers see the Notes that you post and your comments on other's notes, while subscribers see what you post. At least I think that's right.
I myself have stagnated in terms of subscriber growth over the past few months, and yet I have 500 followers. Which is great news...until you realize that Notes seems to work on the basis of SUBSCRIBER COUNT when ranking who gets boosted in "The Almighty Algorithm," so I have 500 people who can't see my Notes unless I tag everyone in Christendom. I think I've reached the point where the extra features of the service qualify as mission creep. It is starting to make the platform a worse place to grow, which is kind of damning seeing as it is still deboosted on Twitter/X, meaning a sizeable number of newsletter writers like myself can't promote their work on what is more likely than not their principle social media platform.
Don't worry about followers and subscribers. It's the work you do for serving others for the love of God that counts in the face of God.
For example, I've got less than 1% of paying subscribers instead of the usual 5% according to substack. That doesn't stop me from working hard, even if it is harder! Too many lives are at stake!

The occasional loss of subscribers could be due to "bots" that subscribed and then were taken out of commission somehow, but the other explanation strong enough to explain the loss of those "people" would be more haunting to think about.
It's nicer to think that lost subscribers are merely "bots" (not people) which have been "taken out of commission" or somehow divested from the original interest/target.

What's the difference between a follower and a subscriber?
I think Rebel2Tyrants' answer above seems right, and that Followers follow Notes while Subscribers receive emails when you post something.
